Fire Chief Mark Cotreau (Retired)
Fire Chief Mark Cotreau (Retired) joined RPH Life Safety Consultants, LLC in April 2026.
Mark comes to the RPH Team with over 40 years of Fire, EMS, Life Safety and Hazardous Materials Response experience.
In 1983 Mark was hired as a full-time firefighter/EMT in Concord, MA. He promoted to Lieutenant in 1990 and Captain (Shift Commander) in 1992. He remained in this position for over 16 years until he promoted to Fire Chief in 2009. He retired in 2017.
During his tenure with Concord, Chief Cotreau:
Served for 19 years as a charter member of the Massachusetts Regional Hazmat Response Team, serving in several key roles.
EPA Superfund Site Liason: over 20 years coordinated with company officials, clean-up contractors as well as community watchdog groups. Performed inspections/pre-incident planning before and after EPA declared the site eligible for Superfund funding.
Emergency Management Director: Extensive emergency management experience and LEPC Coordinator.
Steered the department through two renovations including a major fire in a fire station.
Expanded the towns’ EMS service adding a second staffed ambulance.
Ensured life safety compliance with stakeholders such as Hospital, multiple assisted living and nursing facilities, private boarding schools, and two state prisons.
Served on the Executive board of the CMERA Regional paramedic service for 8 years, (the last 5 years as Board Chairman).
In 2017 Mark was hired as the Fire Chief in the Seacoast town of Rye NH. His role included Assistant Emergency Management Director and Deputy Health Director. He served Rye for over 8 years until his retirement in April 2026. During his tenure with Rye, Chief Cotreau:
Served on the Seacoast Regional Hazmat Response Team (START) board of directors including chairman.
Served on Seacoast Chief Fire Officers Board of Directors in addition to other roles.
Served on NH State Fire Chiefs Association Board of Directors in addition to other roles.
Authored two strategic plans and led significant improvements to the department’s operations.
Instituted Rye’s first Ocean Rescue program.
Leader in towns response to and mitigation of Coastal storm impacts.
Leader in towns Seabrook Nuclear Power Plant evacuation zone planning.
Mark has a bachelor’s degree in Fire Science Administration from Salem State College. He is a graduate of the National Fire Academy Executive Fire Officer (EFO) program. He is also a credentialed Chief Fire Officer by the Commission on Professional Credentialing. Mark has taught at the National Fire Academy in the managing Officer program and New Fire Chief series. He was also a guest lecturer in the Chief Fire Officer program at the Massachusetts Fire Academy. He holds multiple other fire service certifications. He continues to serve as the New Hampshire TRANSCAER hazmat training coordinator.
