Fire Chief Shawn Haggart

Chief Shawn Haggart joined RPH Life Safety Consultants, LLC in March 2026.

Chief Haggart brings more than three decades of experience in fire service leadership, emergency management, and operational safety. His career has been defined by a commitment to protecting personnel, managing risk, and helping organizations build effective systems to prepare for and respond to complex emergencies.

Chief Haggart began his fire service career as a volunteer firefighter in Vermont before joining the Derry Fire Department in New Hampshire in 2001. Over the course of his career, he advanced through every operational rank, developing a comprehensive understanding of frontline emergency response, training, and organizational leadership.

During his time with the department, Chief Haggart served as a member of both the Southern New Hampshire Hazardous Materials Mutual Aid District and the Southern New Hampshire Special Operations Unit, gaining extensive experience in hazardous materials response and technical rescue operations. As a Battalion Chief, he led the Fire Department’s Training Division and developed significant experience serving as an Incident Commander.

Later, as Assistant Chief, he directed department Operations and served as Deputy Emergency Manager for the Town of Derry. Upon his appointment as Fire Chief, he also assumed the role of Emergency Management Director, responsible for planning and coordinating the community’s response to both natural and man-made disasters as well as large-scale public events. In this capacity, he oversaw the development and implementation of several critical planning documents, including the Hazardous Materials Mitigation Plan, Emergency Operations Plan, and Continuity of Operations Plan.

Throughout his career, Chief Haggart has developed significant expertise in hazardous materials' response and planning, confined space operations and training, paramedicine, incident command, and emergency medical operations. Today, he works with organizations to develop practical, compliant safety programs, deliver hands-on training, and assist clients in strengthening their preparedness for high-risk environments.

Chief Haggart holds a Master of Business Administration, a Bachelor of Science in Emergency Services Administration, an Associate of Science in Paramedic emergency Medicine, and an Associate of Science in Fire Science, along with numerous advanced fire service and safety certifications. He also holds the Fire Officer designation from the Center for Public Safety Excellence, reflecting his commitment to professional excellence and leadership within the fire service.

Chief Haggart’s unique combination of operational experience, executive leadership, and advanced education allows him to translate complex regulatory and operational requirements into practical safety solutions that help organizations protect their people, manage risk, and maintain operational readiness.
