Jason Brown joined RPH Life safety Consultants, LLC in January 2026.
Jason Brown brings over 20 years of municipal governance experience and more than 30 years of business and executive leadership to his work advising municipalities, public agencies, and professional service firms operating in complex regulatory and public safety environments. His expertise centers on municipal governance, stakeholder and constituent engagement, organizational effectiveness, and executive decision-making at the intersection of business and government.
Brown served four consecutive terms as Chair of the Select Board of Norwell, Massachusetts, acting as the Town’s chief elected executive with responsibility for strategic direction, executive oversight, public policy development, and coordination among municipal departments, boards, committees, residents, and state agencies. His tenure included leadership on high-visibility initiatives involving public safety oversight, capital planning, municipal finance, and community engagement.
In addition to serving as Chair of the Norwell Select Board, Brown held multiple senior municipal governance roles, including multi-term Chair of the Advisory Board, Chair of the Capital Budget Committee, Chair of the Bylaw Review Committee, and Chair of the Police Chief Search Committee. These roles required extensive involvement in budget review, capital investment planning, bylaw and policy analysis, executive recruitment, and stakeholder communication, often in politically sensitive and time-critical public safety contexts.
Brown also served on the Board of Directors of the South Shore Chamber of Commerce, where he worked with business leaders and municipal officials on regional economic and policy issues, further strengthening his ability to operate effectively across public-sector and private-sector environments.
Throughout his municipal service, Brown developed a reputation for transparent communication, systems thinking, and the ability to translate complex regulatory, financial, and operational issues into clear, accessible language for elected officials, municipal staff, residents, and external partners. His work frequently involved collaboration with public safety leadership, municipal departments, and state agencies to support informed decision-making and regulatory alignment.
In parallel with his public-sector leadership, Brown founded and led multi-unit businesses as a chief executive and strategic operator, building more than 30 years of experience in organizational design, operations, financial stewardship, and executive decision-making. This private-sector background strengthens his advisory work by bringing a pragmatic, execution-focused perspective to governance and compliance-driven environments.
Brown is currently completing a Doctorate in Business Administration in Organizational Design at Johnson & Wales University, where he also serves as an adjunct professor of business management and entrepreneurship. He additionally serves as an Entrepreneur-in-Residence for a UK-based technology education company and holds an Executive MBA from Suffolk University’s Sawyer Business School.
